Syrian Sultan Amari, 46, boarded a flight to Turkey and is now thought to be in Syria.
Amari last attended Warrington crown court on September 23 and last weekend sent an email saying he would not be returning.
He was sentenced in his absence to 11 years in jail for two rapes of a student at a house he owned in Chester last year.
The court heard the victim could not recall anything between leaving a bar and waking up naked in a strange house where Amari raped her twice in eight hours.
Sentencing Amari, of Flint, North Wales, Judge Tina Landale said: “He exploited and took advantage of her.”
Former minister David Hanson has written to Justice Secretary Liz Truss demanding to know how he got away.
