President Bola Ahmed Tinubu has officially signed the National Identity Management Commission (NIMC) Act 2026 into law, ushering in a transformative era for Nigeria’s digital identity landscape and security framework.

The President assented to the bill at the State House on Friday, a milestone confirmed by presidential spokesman Bayo Onanuga. The newly enacted legislation repeals and replaces the outdated NIMC Act of 2007, establishing a forward-looking legal structure aimed at integrating Nigeria’s identity systems with modern global standards and emerging technologies.

A Modernized Digital Trust Ecosystem

In a statement celebrating the development, the NIMC described the 2026 Act as a crucial milestone toward establishing a secure, inclusive, and digitally empowered nation. A major highlight of the new law is the designation of the NIMC as the Root Certification Authority for Nigeria’s National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI).

This critical designation positions the Commission as the ultimate trusted authority responsible for securing digital authentication, electronic trust services, and identity verification across both public and private sector digital platforms.

Key Provisions of the NIMC Act 2026

The updated legislative framework introduces several key features engineered to protect citizens and streamline transactions in the modern economy. These include:

  • Robust Data Protection and Privacy: Stricter guidelines and modern protocols to safeguard the personal information of Nigerian citizens.
  • Unified Identification System: Reinforcing the “one person, one identity” principle through the National Identification Number (NIN).
  • General Multipurpose Card: Introducing versatile identification cards designed for broader national and financial utility.
  • Anti-Fraud Measures: Upgraded security protocols to combat identity theft, spoofing, and cybercrime.
  • Inclusivity Initiatives: Special provisions to ensure vulnerable demographics and Nigerians living in the Diaspora have seamless access to identification services.
