Nigeria Approves Historic NYSC Reforms: Scheme Set for Civilian Leadership and 11 Career Streams

In a landmark policy shift, the Federal Executive Council (FEC) has approved a comprehensive restructuring of the National Youth Service Corps (NYSC). This sweeping reform represents the first major overhaul of the scheme since its establishment 53 years ago, aiming to transform it into a skill-driven and productivity-focused institution.

Following the FEC’s decision, the Attorney-General of the Federation and the Ministry of Youth have been directed to immediately amend the NYSC Act and its accompanying regulations to facilitate the swift execution of the new operational framework.

Transition to Civilian Leadership

One of the most notable changes in the approved reform is the transition of the NYSC’s operational leadership to a civilian head. While a civilian will now lead the administration of the scheme, the Nigerian military will maintain its vital role in guaranteeing the safety and security of corps members deployed across the country.

This restructuring is designed to align the NYSC with the federal government’s broader economic goals. By modernizing the institution, the administration hopes to build a highly skilled workforce capable of supporting the national ambition of achieving a $1 trillion economy.

A Restructured Six-Week Orientation Curriculum

According to Hadiza Bala Usman, the Special Adviser to the President on Policy Coordination, the traditional orientation camp experience will undergo a significant curriculum redesign. The six-week camp period will now be systematically structured into three distinct phases:

  • Weeks 1 and 2: Focuses on national values, civic duties, leadership development, and understanding civic responsibilities.
  • Weeks 2 and 4: Emphasizes career mapping, basic accounting literacy, business planning, understanding access to finance, and participating in a structured career day to interface with prospective employers.
  • Weeks 5 and 6: Dedicated to stream-specific training tailored to each corps member’s selected professional pathway, academic background, and personal skill profile.

Introduction of 11 Specialized Career Streams

Under the new system, prospective corps members will select from 11 specialized streams during registration. This ensures that their service year aligns directly with their career trajectories and market needs. The designated streams include:

  • Agricultural Corps
  • Medical Corps
  • Education Corps
  • Tech and Digital Corps
  • Legal Corps
  • Public Service Corps
  • Infrastructure Corps
  • Green Corps (Environmental and sustainability focus)
  • Enterprise Corps
  • Creative Economy Corps
  • Paramilitary and Security Corps

By specializing in these designated sectors, graduates will receive targeted, industry-relevant training designed to foster entrepreneurship and enhance immediate employability upon completing their service year.
